REGULATIONS ON THE EDUCATIONAL DEPARTMENT
GENERAL PROVISIONS
The Academic Department is a structural subdivision of the Bishkek State University named after K. Karasaev (hereinafter referred to as the University),
The Academic Department is created and operates by order of the Rector of the University on the basis of the relevant decision of the Academic Council of the University.
The Academic Department organizes and controls the current educational activities of the university, and prepares draft planning and reporting documents on the educational process.
In its activities, the educational department is guided by the current regulatory legal acts of the Kyrgyz Republic in the field of education. The University Charter, this Regulation, orders of the rector, local regulatory acts of the university.
Direct management of the university's academic department is carried out by the head of the department, appointed to the position and dismissed from the position by order of the university rector. The hiring and dismissal of employees of the academic department is carried out by order of the university rector upon the presentation of the head of the department and agreement with the vice-rector for academic work.
The staff of the academic department are directly subordinate to the Vice-Rector for Academic Affairs in their activities.
The job responsibilities, rights and responsibilities of each employee of the department are established by the job description, which is agreed upon with the head of the department and approved by the rector of the university,
The structure and number of staff in the academic department is approved by the rector in accordance with the staffing schedule.
The staff of the educational department consists of: the head of the educational department, chief and leading specialists, a software engineer, and a methodologist.
Goals and objectives of the academic department
The purpose of the educational department is to organize and manage the educational activities of the university to implement basic educational programs in accordance with state educational standards and to train qualified personnel with higher and secondary vocational education.
The following tasks are assigned to the educational department:
organization and planning together with the deans’ offices of faculties/institutes, departments and other structural divisions that provide educational activities of the university;
control over the implementation of the educational process within the framework of the implementation of curricula in accordance with regulatory legal acts in the field of education for the preparation of students;
participation in the creation of an internal university education quality management system; systematic monitoring of educational performance indicators;
accounting and control of the movement of the student contingent at the university; planning and coordination of educational assignments, individual plans of teachers; control over the fulfillment of the academic workload of the faculty; planning and organization of advanced training of the faculty; development, distribution and dissemination to the structural divisions of the university of regulatory and methodological documents, instructional and methodological materials on the organization and improvement of the educational process; implementation of an automated system for calculating the academic workload of teachers, an electronic schedule and other types of automated systems related to the organization of educational work;
preparation and provision of materials for licensing and accreditation of the university; preparation of applications for state-issued document forms to the Ministry of Education and Science of the Kyrgyz Republic;
implementation of checks on compliance with labor discipline by teachers, student attendance, accounting and optimization of the use of classroom space, control of class schedules, etc.
Functions of the department
The reporting and analytical function is the preparation and regular submission, within the established deadlines, of draft annual reports on the university’s educational activities based on the reporting materials of the structural divisions,
preparation and regular submission to the management of information and reports on the university's educational activities (results of examination sessions, results of current, midterm and final state certification of students, etc.); timely and proper preparation of reports, statistical data and reports at the request of higher and external organizations.
participation in the preparation of organizational documents of the university (Regulations, Rules, Forms and types of documents), providing consultations on the preparation and correct execution of documents within the competence of the Academic Department to other divisions of the university annually, as well as as required, preparation and transfer of reporting information to the management on the activities of the Academic Department itself.
Planned function
participation in the preparation of control figures for admission to the 1st year.
dissemination of planned indicators and resulting tasks to the relevant departments and services of the university.
participation in meetings of relevant bodies planning the university’s educational activities (Academic Council, Educational and Methodological Council, rector’s office, leading and participating in sections aimed at improving the quality of the university’s educational work).
Organizational function
drawing up a schedule of the university's educational process
coordination in drawing up a schedule of classes for full-time, part-time (evening) and correspondence courses (using distance learning technologies)
participation in drawing up schedules of examination sessions based on materials from departments and directorates, as well as schedules for passing state final certification. design and reproduction of methodological and educational-organizational materials, including large print runs using operational printing.
calculation of teaching load for the faculty; organization and holding of competitive events.
participation and holding of a commission on transferring students to vacant positions.
participation in conducting scheduled audits of the University's structural divisions; accounting and information function; support and updating of the database on legislative and regulatory acts in the field of education; calculation and control of the hourly workload of the teaching staff; ensuring the proper execution of documents on the distribution of the teaching load and the preparation of the staffing schedule of the professors and teaching staff.
participation in the development, operation and implementation of programs to improve the organization of the educational process. provision of methodological and informational assistance to university departments within the competence of the Educational Department.
coordination of the work of departments, institutes and linear divisions within the framework of the educational process. Control function - control over the implementation of all planning documents supporting the educational process;
monitoring the implementation of the Rules, Regulations and other instructional documents governing the activities of the University within the framework of management functions; monitoring the timely and correct preparation of schedules of examination sessions for students of all forms of education, as well as schedules for passing the final state certification;
monitoring the timely and regular submission of information and reports on educational activities by university departments:
monitoring the timely and complete fulfillment of the hourly workload by the teaching staff;
exercising control over the calculation of the academic workload, including when formalizing part-time/combination jobs of the teaching staff.
Organizational activities
Interaction of the educational department with other university and non-university structures: constant interaction with structural divisions in order to promptly inform them about various documents on issues of coordination and management of the educational process
together with the planning and financial department, decisions on issues related to the distribution of the teaching load and the staffing schedule of the teaching staff.
Rights
The Academic Department has the right to:
To develop and adjust plans and programs necessary for the implementation of the activities of the educational department in accordance with this Regulation.
To involve managers and specialists from all structural divisions of the university in solving the tasks set before the academic department.
To develop proposals for improving the activities of the educational department.
Responsibility
The Head of the Educational Department bears full responsibility for the timely and high-quality performance of the functions by the Educational Department and the use of the rights provided for by this Regulation.
The degree of responsibility of other management employees is established by job descriptions.
The procedure for changing the position
Amendments to this Regulation shall be made by decision of the Rector of the University.
