HISTORY OF THE DEPARTMENT OF FINANCE, BANKING AND TAXATION«
The Department of Finance, Banking, and Taxation was established by order of the Rector of Bishkek State University (BSU) in 2006 within the Faculty of Economics and Finance. Currently, the department is an important educational, methodological, and scientific unit of Bishkek State University named after K. Karasayev. The department's activities are focused on organizing and conducting educational, methodological, and research work, as well as developing research activities among undergraduate, graduate, and postgraduate students.
The department trains specialists in Economics, offering educational programs in the following areas: Finance, Credit, and Banking and Taxes and Taxation. These areas of training are among the most in-demand in the context of the modern market economy and the digital transformation of the financial and economic system of the Kyrgyz Republic.
The main goal of the Department of Financial, Business, and Scientific Studies is to train highly qualified specialists with in-depth theoretical knowledge and practical skills necessary for professional work in the financial, banking, foreign exchange, and tax sectors at the national level. Graduates of the department are capable of effectively working in government agencies, commercial banks, credit and insurance organizations, and other financial institutions.
The mission of the Department of Financial and Business Development is to prepare competitive undergraduate and graduate students, as well as specialists in finance, banking, and taxation, who possess modern professional competencies that meet the requirements of the Kyrgyz Republic's labor market and international standards. Particular attention is paid to developing students' analytical thinking, financial literacy, professional responsibility, and the ability to make informed management decisions.
In addition to educational activities, the department is actively engaged in research. Faculty and students participate in academic conferences, publish articles in national and international journals, and conduct research on current issues in finance, banking, taxation, and the digital economy. Particular attention is paid to developing the scientific potential of young people and developing students' skills in independent scientific analysis and research.
The department offers master's and doctoral programs in 08.00.10 (Finance, Money Circulation, and Credit) and 08.00.12 (Accounting and Statistics). These programs are aimed at providing in-depth theoretical and practical training for specialists capable of conducting scientific research and implementing its results in practical activities.
We also train PhD candidates in Economics and Management. These programs are designed to develop a new generation of researchers capable of conducting independent, high-level research, developing innovative approaches to solving economic problems, and making a significant contribution to the advancement of economic science and practice.
Thus, the Department of Finance, Banking and Taxation plays an important role in the higher education system of the Kyrgyz Republic, ensuring the training of qualified personnel, the development of scientific potential and strengthening the connection between education, science and practice.
Mission of the Department – training highly qualified bachelors in finance, banking, and taxation who are capable of effectively applying their acquired knowledge and skills in commercial and non-profit organizations in various sectors of the national economy, financial institutions, tax authorities, as well as in the field of education, and successfully competing in the labor market.
The purpose of the department's activities – formation of a system of general, instrumental and professional competencies of bachelors who possess theoretical knowledge and practical skills in the field of financial and economic, banking, tax, analytical and managerial activities.
To achieve and maintain the set goals, the Department of Finance, Banking and Taxation has defined the following tasks:
▪ compliance of educational programs with the requirements of state and international standards of higher professional education;
▪ maintaining the activities of the department at a high organizational, educational, methodological and technical levels;
▪ stimulation of scientific, educational, methodological and organizational activities of the teaching staff;
▪ development of professional competencies of students taking into account the modern requirements of the digital economy and the labor market.
The Department of Finance, Banking, and Taxation is a graduate department. Training is full-time and contract-based. The standard duration of study is four years.
According to the staffing table, the department employs 7 faculty members. The degree-holding rate is 71,4 %. As of today, the staff is represented by: Doctor of Economics, professor - 2, Candidate of Economics, associate professor - 1, Candidate of Economics, acting associate professor - 2, Senior Lecturer - 1, Lecturer - 1. The share of doctors of science among the teachers with an academic degree is 40 %, candidates of sciences – 60 %, senior lecturers and lecturers without an academic degree – 28,6 %.

Educational and introductory practice
Introductory training takes place in the second year of study and is one of the first stages of students' practical training. It is aimed at developing a general understanding of their future professional activities and reinforcing the theoretical knowledge acquired during their studies.
The department actively collaborates with enterprises, organizations, government agencies, and commercial banks, providing students with access to a real professional environment. As part of this collaboration, relevant agreements have been signed to facilitate the effective organization of internships.
The main goal of the educational and introductory practice is to familiarize students with the structure and activities of organizations, the main areas of their work, as well as the acquisition of primary professional skills and abilities.
Each student is assigned a supervisor from the department, who provides methodological support, consultation, and supervision during the internship.
Upon completion of the internship, the student is required to complete the necessary documentation, including an internship diary detailing the tasks completed and the experience gained, and to prepare a report on the internship. The final stage is the presentation of the report to the department, where the student's mastery of practical skills and understanding of the professional field are assessed.
Industrial practice
Industrial internship is the next stage of students' practical training and a logical continuation of their introductory course. It typically takes place during the summer of their third year.
Unlike introductory training, industrial training has more specific goals and objectives aimed at developing students' professional competencies. The primary purpose of this type of internship is to gain practical experience in the chosen specialty, consolidate and deepen theoretical knowledge, and refine professional skills and abilities.
During their internship, students participate in the activities of organizations and enterprises, where they have the opportunity to become familiar with the workings of the professional environment, the structure of institutions, and their main areas of work. Furthermore, they are involved in practical tasks, which promotes independence, responsibility, and prepares them for future professional work.
Pre-qualification practice
Pre-qualification internship is the third and final stage of students' practical training and typically takes place in the fourth year of study. This type of internship is particularly important as it directly relates to preparation for the final qualifying thesis.
The main goal of the pre-qualification internship is to collect and systematize the necessary accounting and analytical information, study organizations' financial statements, and conduct analysis and audit elements of various economic indicators. During the internship, students deepen their professional knowledge, master methods for analyzing financial and economic activity, and acquire skills in working with real data.
The results obtained during the internship are used in writing the final qualifying work, which contributes to a more in-depth understanding of the chosen topic and improves the quality of the final research.

«"The Impact of Digitalization on the Development of the Banking System in the Kyrgyz Republic"»
Relevance of the study This is due to the fact that the banking system of the Kyrgyz Republic is one of the most dynamically developing sectors of the national economy. With the transition to a digital economy, the need for a comprehensive analysis of the banking sector's transformation processes, the implementation of modern information technologies, and an assessment of their impact on the efficiency of financial institutions is growing.
The chosen topic examines the formation and development of the banking system in the Kyrgyz Republic, and analyzes the current state of the banking sector in light of ongoing digital changes. Particular attention is paid to the impact of digitalization on improving the quality of banking services, developing cashless payments, remote customer service, and implementing innovative financial technologies (fintech).
Kyrgyzstan's banking system has undergone significant transformation, particularly during the transition to a market economy. In a very short period of time, the system of state-owned specialized banks was virtually eliminated, and a two-tier banking system was established, comprising the National Bank of the Kyrgyz Republic as the central bank and commercial banks operating on market principles.
Research work of students
Every year at the Department of Finance, Banking and Taxation (FB&T) Systematic and planned research work with students is carried out, occupying an important place in the educational process and playing a significant role in developing the professional competencies of future specialists. Student research activities (SRAs) are aimed at developing analytical thinking, independent research skills, and the ability to work with economic information, as well as fostering an interest in research in the fields of finance, banking, and taxation.
As part of its research efforts, the department regularly organizes various scientific events, including roundtables, scientific and practical seminars, and discussion platforms to discuss current issues related to the development of the financial and economic system, the banking sector, and tax policy in the Kyrgyz Republic in the context of the digital economy. These events help broaden students' horizons, develop their professional thinking, and enhance their academic training.
Particular attention is paid to inviting practitioners—experts from banking, tax authorities, financial institutions, and businesses—to give guest lectures. During these meetings, students have the opportunity to become familiar with the practical aspects of professional work, modern labor market requirements, and current trends in the financial sector.
Student research plays a vital role in the training of specialists, as it contributes to the development of their intellectual potential, the formation of professional skills, and preparation for future independent professional work. The importance of student research lies in the fact that it allows students to combine theoretical knowledge with practical skills and develop a strong motivation for scientific and research work.
The Department of Biological and Social Sciences places special emphasis on student research, systematically improving its organization and creating the necessary conditions for its further development. The department's faculty is committed to enhancing the effectiveness of research projects, expanding research areas, and actively engaging students in research, ultimately contributing to the development of highly qualified and competitive specialists.
On April 9, 2026, students of the department took part in an inter-university scientific and practical conference for undergraduate and graduate students on the topic: "Problems of Economic Development in Kyrgyzstan until 2030 through the Eyes of Youth," which was held at the Institute of Economics, Finance and Business Management of the BSU named after Academician Kusein Karasaev.
All participants received certificates for active participation. Students from the following universities participated in the offline conference: BSU named after K. Karasayev, KGNU named after Zh. Balasagyn, and KRSU named after B.N. Yeltsin. Collections of articles by all participants were published based on the conference proceedings.
