Department of Public and Municipal Service and Management of the K. Karasaev BSU — is a launching pad for future managers, leaders, and innovators in government and business. It was established in 2014 by merging the departments of "Theory and Practice of Public and Local Administration" and "Management" based on a decision of the Academic Council and an order from the rector of BSU named after K. Karasayev. Since then, it has become a place where theory meets real-world practice, and students are exposed to the challenges of modern economics and management.

Mission of the Department — training competitive specialists capable of effectively addressing management challenges in a rapidly changing world, serving society, and working in government, business, and international organizations. We strive not only to impart knowledge but also to foster values, leadership, and strategic thinking.

Our teaching staff — are experienced professionals: professors, PhD candidates, associate professors, and young teachers who are passionate about their work. Together, they create an educational environment that values not only knowledge but also thinking, initiative, and creativity.

Our students learn to make decisions, work with data, analyze processes, and propose solutions that actually work—in ministries, city halls, businesses, NGOs, and international projects. While studying, they complete internships in government agencies, commercial banks, construction and manufacturing companies, as well as international and public organizations.

Where do our graduates work?

In the Presidential Administration, the Zhogorku Kenesh, the Ministry of Foreign Affairs, the Ministry of Economy and Trade, the mayor's offices of Bishkek, Osh, Jalal-Abad, as well as in companies such as Kut, Aalam, Demir Bank, Kyrgyzstan, Coca-Cola, Shoro, Riha and others.

The department is more than just a place to learn. It's a community of future leaders, where every student has the chance to change the world around them.

International cooperation of the department

The department actively develops international connections, allowing students and faculty to gain access to cutting-edge practices and knowledge. One of its key partners is Ural Federal University (UrFU, Yekaterinburg, Russia). Cooperation includes:

  • Guest lectures from leading UrFU specialists for students of our department (including on current topics in political science and public administration).
  • Joint holding of round tables, seminars and conferences.
  • Joint publication of scientific articles in peer-reviewed journals.
  • Organizing summer and winter schools for students from BSU named after K. Karasaev and UrFU, where participants exchange experiences, study best management practices, and take intensive courses.
  • Short-term internships (1–2 weeks) for teachers and young researchers at UrFU, facilitating the exchange of teaching methodologies and scientific approaches.

In addition, the department is developing fruitful cooperation with Navoi State Mining and Technological University (NSTU, Navoi, Uzbekistan). The partnership implements academic mobility programs, including:

  • Faculty and experience exchange. Short-term and long-term internships for faculty and researchers.
  • Exchange of students and postgraduates for part-time study, internships, and joint projects.
  • Joint participation in competitions and Olympiads in specialized disciplines (public administration, management, economics and related areas).
  • Organizing and participating in sports and creative competitions between university students, which helps strengthen intercultural ties and team spirit.

In addition, the department participates in programs Erasmus+ Academic mobility. This opens up opportunities for students and faculty to study, intern, and exchange experiences at universities across the European Union. These projects facilitate professional development, the adoption of international standards, and the strengthening of the global expertise of our specialists.

Our students regularly participate in specialized Olympiads (including national and international) in public and municipal administration, management, and related disciplines, demonstrating a high level of preparation and winning prizes.

The research work of the department is carried out in accordance with the work plan of the research and development department of the Hydrometeorological and Metrological Service:

  • Participation in scientific and practical conferences;
  • Conducting scientific, methodological and methodological seminars, as well as participation in similar events held by other educational institutions.

Research and development work with students is always carried out according to plan. Various competitions, olympiads, training sessions, and events are held. Students in the department also participate in university-sponsored events and festivals. Students from our department win prizes in almost all competitions, thus demonstrating our university's competitiveness among other universities in the Kyrgyz Republic.
