Department of International Relations
Department of International Relations is a structural subdivision of the Faculty of Oriental Studies and International Relations. For the first time in the field of training "International Relations" recruitment and training of students was started at the Department of IKiZV in 2003, under the supervision of Acting Assoc. Prof. Ryskulov T.M. And only in 2005, in connection with the study of specialized disciplines, a decision was made by the Academic Council and the Educational and Methodological Council of BSU to open a separate specialized department of "International Relations". The department trains specialists in the profiles of "Foreign Policy", "Diplomatic and Consular Service". According to the curricula and standards developed by the Ministry of Education and Science of the Kyrgyz Republic, the teachers of the department develop and read specialized courses at the faculties of European civilizations, the Kyrgyz-Chinese faculty, the faculty of Oriental Studies and International Relations.
The department has a qualified faculty, including 2 professors, 3 associate professors, 3 senior lecturers and lecturers, and a number of highly qualified specialists are involved in part-time work. The faculty of the department has completed internships at renowned universities in Europe, America and Asia: Moscow State Linguistic University (Moscow), Westminster University (London, UK), John Mason University (Washington, USA), University of California, Berkeley (San Francisco, USA), Central European University (Budapest, Hungary), International Institute of Management (Delhi, India), Kansai International Center (Japan), etc.

Since 2005, the Department of International Relations has been headed by Abdurazakov Ishenbay Abdurazakovich. He was born on August 12, 1937 in the city of Cholpon-Ata in the Issyk-Kul region. In 1959, he graduated from the Moscow Economic Institute. In the 1970s, he studied at the Diplomatic School under the USSR Ministry of Foreign Affairs, starting his diplomatic career as a third secretary, and became Consul General at the Consulate General of the USSR in the Japanese city of Sapporo. With the independence of Kyrgyzstan, he worked as an adviser to the president and state secretary of the republic.

With the independence of Kyrgyzstan, Ishenbai Abdurazakovich made a great contribution to the formation of the state, devoting all his experience and knowledge to the development of the country. His contemporary, former Minister of Foreign Affairs of the Kyrgyz Republic Alikbek Dzhekshenkulov, noted that he, who held high positions during the Soviet era, made a significant contribution to the regulation of state affairs after independence. "Not much time has passed since Abdurazakov passed away, but it seems that today his deeds have been completely forgotten. This man was a very experienced diplomat and was well versed in foreign and domestic policy. His philosophical views influenced the formation of positive ideas and sentiments in society. I think people should know his life, experience and work dedicated to the Kyrgyz people," Dzhekshenkulov says. One of his students, the Ambassador of Kyrgyzstan to Japan Rysbek Moldogaziyev, believes that Ishenbai Abdurazakov is one of the founders of Kyrgyz diplomacy. According to him, in the first years of the republic's independence there were no educational institutions that trained diplomats, and therefore the basics of this business were studied in practice by Ishenbai Abdurazakov. "When explaining a problem, he would talk about one side, but, having said his famous "however", he would emphasize other aspects of the issue.
"Ishenbai Abdurazakov explained each question slowly, thinking deeply about everything related to the given problem," Moldogaziyev noted. The ambassador also said that Abdurazakov had close ties with political, public and academic figures in Japan. In 2008, the Emperor of Japan awarded Ishenbai Abdurazakov the Order of the Rising Sun, which is the highest award in this country given to foreign citizens. "He maintained very close and warm relations with them and visited Tokyo almost every year. His Japanese friends received the news of his death with deep sorrow. And then one of them said that "Abdurazakov-san lived this life as a true Japanese and went to another world as a true Japanese," Moldogaziyev emphasized. The meaning of these words is that Abdurazakov never harmed others in his life and went without creating difficulties for anyone, he noted.
The head of the Kyrgyz Concept company Emil Umetaliev said that, despite all his regalia, Ishenbai Abdurazakov was accessible and easy to communicate with. Thanks to his ability to actively participate in solving current issues concerning ordinary people, he was always present where problems requiring fundamental solutions were considered. He also actively supported all youth initiatives and tried to participate in them, Umetaliev emphasizes. "After the death of Chingiz Aitmatov, when asked who would be the face of the Kyrgyz people, we only stopped at the personality of Ishenbai Abdurazakov," said the head of Kyrgyz Concept. In the 70s of the last century, when the authority of the Soviet Union was at its peak, Ishenbai Abdurazakov was one of those personnel who played an important role in the country's foreign policy, noted the chairman of the Foundation for the Development of Religious Culture "Yiman" Nurzhigit Kadyrbekov. "Of course, he is a legendary diplomat, because Abdurazakov was a person who played an important role in the foreign policy of one of the strongest countries in the world - the USSR," says the head of the foundation. He also added that Abdurazakov was a flexible person who could grow and change in accordance with the requirements and conditions of the time. "Many people who formed as individuals in another era, according to another ideology, were never able to find their place in the conditions of independent Kyrgyzstan and globalization. But this person could change at any age and accept any conditions of the new time," Kadyrbekov noted.
